Modified Update & Delete method to be consistent with Insert by adding brackets around property names

Make use the SqlMapper.Settings.CommandTimeout property as the default value when the CommandDefinition commandTimeout property is not set.

Added a static class, Settings, to the SqlMapper class. The Settings class will hold some "global" settings, which the SqlMapper will use.
